Historic District Commission
The Village of Holly Historic District Commission is a seven-member body appointed by the Village Council to administer two historic districts within the Village. The mission of the Holly Historic District Commission is to safeguard the heritage of the Village by preserving the historic areas in the village that reflect elements of the village's history, architecture, archeology, engineering or culture. The goal of the commission's work is to stabilize and improve property values in the historic districts and the surrounding areas, foster civic beauty, strengthen the local economy and promote the use of the historic districts for the education, pleasure and welfare of the citizens of Holly.
The regular business of the Commission consists of reviewing applications for permits to perform work on buildings within the historic districts and developing guidelines for such work. The Commission meets on the third Thursday of each month.

Park/Cemetery Commission
The Park/Cemetery Commission acts as an advisory body to the Village Council to develop plans and make recommendations to improve the village park system and cemetery. The commission also is to promote and recommend the planting and care of trees in the road right-of-way and other public places.
The commission meets the second Thursday of the month.

In addition, the Commission provides recommendations to the Village Council on rezoning requests and zoning ordinance amendments. The Commission develops and adopts a Master Plan for the physical development of the Village to guide decision-making.

The job of the ZBA is to provide an appeal mechanism for property owners who believe that the Village administration has made an error in interpreting the zoning ordinance.
The Zoning Board of Appeals meets on the first Monday of each month.
